Hotel and travel VAT in France: what companies can actually recover

Business travel in France generates VAT that most companies only partly recover, or recover wrongly. The rules are rigid, the invoice requirements are strict, and since September 2026 the e-invoicing reform has raised the bar on what a compliant document looks like. Here is the rulebook for hotels, meals and the expenses around them, written for finance teams rather than tax lawyers.

Accommodation: the VAT you never recover

The rule is absolute and regularly ignored: VAT on the accommodation of directors and employees is not deductible. It stems from Article 206, IV-2° of the French Tax Code: the room VAT on a staff member’s hotel night is lost, whatever the invoice says. No structuring of the booking changes that.

The exceptions exist, and only these: accommodation invoiced for the direct benefit of a client of yours, a subcontractor or a speaker that your company hosts for its own business need. The invoice must then name your company as the client. Everything else, the ordinary hotel night of the ordinary business trip, is out.

Meals, seminars and the exceptions that work

Business meals are deductible when the expense is made in the direct interest of the company, on one condition that sinks most claims: a full invoice naming the guest company, with the VAT rate and amount shown. A restaurant receipt or a card slip never qualifies. Our guide on restaurant expenses (in French) details the practice.

Hotel extras follow their own lines. A seminar room billed as a distinct service to the company carries recoverable VAT. A breakfast billed separately to the company client can too. Hotel parking, again, only when invoiced as a distinct service with its own rate and tax amount. The pattern is the same everywhere: bundled into the room, lost. Itemised and invoiced to the company, recoverable.

Passenger transport has its own maze, and part of it is simply exempt, meaning there is no VAT to recover at all. The practical rule that survives every category: recovery only ever happens on a compliant invoice. A boarding pass or a rail ticket never carries the mentions.

The invoice that decides everything

Every deduction above is conditional on one document: an invoice compliant with Article L441-9 of the French Commercial Code, issued to the company, showing the supplier’s identification, the client’s, the date, the nature of the service, and the VAT rate and amount. Staff routinely come back from French hotels with receipts. Receipts prove payment. They open no VAT right.

Getting that invoice from a hotel, a restaurant or a taxi operator can be done under Article L441-9, which obliges the seller to deliver an invoice on request. Our guide for when a supplier does not send the invoice gives the procedure and the escalation path.

What e-invoicing changes since September 2026

Since 1 September 2026, B2B invoices in France travel as structured electronic invoices through accredited platforms, carrying every mandatory mention by construction. For seminar venues and B2B hotels, the compliant invoice tends to become the default channel.

But the long tail of travel expenses, hotel nights over a counter, restaurant lunches, taxi rides, stays with merchants who hand out receipts, does not flow through platforms by itself. That gap is the exact reason e-invoicing.fr exists: mandated by the company under Article 1984 of the Civil Code, we request, chase and collect those invoices from the merchants, and match them to the expenses. The mandate framework is described in our article on mandating a third party.

Companies established outside France

Foreign businesses cannot simply self-deduct French VAT: they recover it through the refund schemes. Companies established elsewhere in the EU claim through the electronic refund procedure of Directive 2008/9/EC, from their own tax portal. Companies established outside the EU use the scheme of the Thirteenth Directive (86/560/EEC), handled by the French administration. Both routes demand the original compliant invoice, which is why collecting it in the first place is the whole game.

Mini FAQ

Is hotel parking VAT recoverable?

Yes, when it is invoiced as a distinct service, at the rate shown on the invoice, to the company. Folded into the room rate, it follows the room: nothing.

How do we fix a hotel bill with no VAT shown?

Ask the supplier for a corrective invoice complying with Article L441-9. Without that document, the deduction remains impossible, whatever the payment proves.

Can one invoice cover several rooms for several staff?

Fiscally, the expense must be attached to the client company, which the invoice names. Grouping rooms on one invoice is acceptable when the client identification is complete. The room VAT itself remains non-deductible for staff accommodation. Our analysis of what a missing invoice costs puts numbers on the discipline.
